Standing Liberty quarters were minted in the US from 1916 to 1930. The obverse shows Lady Liberty holding a shield, and in the first issue she had a bare chest. After some public criticism the design was updated in 1917 so that Lady Liberty's chest was covered by chain mail armor!
These "worn" condition coins lose quite a bit of detail due to their elevated design elements. The high relief in the design makes these coins a bit more susceptible to earlier wear and damage. As a result, Standing Liberty coins are considered "worn" until the dates are no longer visible at which point they are considered culls.
As far as silver content in a Standing Liberty quarter is concerned, culls would still contain about 95% of what it had when originally minted, so the silver loss is still minimal despite its "slicked" appearance.
